Greetings.  This is Gary Klugiewicz.  This week’s quote deals with how training programs are designed.  It began with a conversation with Danny Rosa from the Michigan Commission on Law Enforcement Standards.  What we were discussing was the need for training academies to mandate outcomes, such as officer safety.  Once these outcomes are set, we need to recommend strategies to keep officers verbally and physically safe.  But the bottom line is that officers need to be allowed creativity in applying these strategies in their ever changing duty assignments.  Remember the concept of Not Trained but Justifiable under the Circumstances that explains these creative responses to officer safety threats.
